The paper critically analyzes the effectiveness of budget support as an aid instrument, focusing on its strengths and weaknesses in donor harmonization, ownership, and accountability. It contextualizes the rise of program-based approaches and evaluates the Multi Donor Budget Support in Ghana through a field study.
