Pension reform is a global priority, driven by aging populations in developed nations and financial challenges in developing countries. The World Bank has proposed a multi-pillar system to address these issues, balancing defined benefit and defined contribution schemes, and public and private management. This approach recognizes the need for country-specific reforms due to differing national contexts and emphasizes the importance of research on design and implementation. To support these reforms, the World Bank launched a Pension Reform Primer, offering a comprehensive toolkit for policymakers. The volume includes background papers that tackle critical aspects of pension reform, such as administrative charges, pension fund performance, investment strategies, tax treatment, and the importance of public information during reforms. The authors combine cutting-edge knowledge with practical experience, ensuring a blend of academic rigor and relevance. Each paper underwent a thorough review process, involving internal and external reviewers, seminars, and feedback from the international pension reform community.
