In Johannesburg, South Africa, 1974, Cissy Abrahamse stands in the shadow of a used-car dealer's sign, watching a door that had been open earlier, revealing unopened biscuit boxes. The cold cement floor echoes with footsteps as she pleads for food, "Please, Mister. Me and my brother are very hungry." Tragically, Cissy becomes the eighth victim in a series of deaths linked to the Twin Sisters café, where street children, driven by hunger, fall prey to the café's owner, Johnny Weizmann. Despite his actions resulting in multiple fatalities, the courts have viewed them as self-defense, largely due to the protections offered by the Criminal Procedure Act. Weizmann has defied a court order to seek psychiatric help, prompting Colonel Freek Jordaan of the CID to intervene. He forces Weizmann to consult prison psychologist Yudel Gordon, whose treatment leads him into conflict with Weizmann's allies in the security police, who tacitly support the killings. As Yudel navigates this treacherous landscape, he encounters a mysterious black activist, Muntu Majola, whose connection to the murderer and the security forces adds layers of complexity to the quest to stop Weizmann's violent spree.
