Focusing on the stochastic nature of the U.S. National Airspace System, this study critiques existing deterministic decision-support tools in air traffic flow management. It emphasizes the need to account for the randomness of flight departure delays to enhance predictions of airspace congestion. The proposed models demonstrate strong predictive capabilities and robustness, potentially improving the Federal Aviation Administration's Enhanced Traffic Management System. The mathematical algorithms presented can also be applied to similar challenges in other fields, targeting professionals and researchers in Air Transportation and Statistics.
