Set in the year 2000, a war rages between the Asiatic Union and the United States, leading to a stalemate due to the States' naval dominance and the Union's manpower on land. The plot thickens when military scientist Lt. Richard Lester investigates a surge of algae that hampers naval passage. Complicating matters, he is in love with Sally Amber, who is suspected of espionage and faces danger from an American agent.
