Set against the backdrop of the 1893 economic depression, the story follows Jacob S. Coxey, a businessman and Populist leader, who rallies unemployed individuals and small farmers to march from Ohio to Washington, D.C. in pursuit of government-funded jobs for road construction. The march culminates in a chaotic confrontation at the Capitol, resulting in Coxey and his associate Carl Browne being jailed. Their movement inspires additional groups to join the cause, leading to a nationwide response that includes dramatic acts like train hijacking.
