The paper explores content regulation on the internet, comparing legal frameworks in Germany and the United States. It addresses which types of content are subject to criminal sanctions in both countries and how the internet's cross-border nature complicates these legal distinctions. Additionally, it examines constitutional differences between the two nations. The second part focuses on the Domain Name System and its oversight by ICANN. This work was produced during a joint seminar between the University of Miami School of Law and the University of Leipzig's Law Faculty.
