The Minutes of the Cisleithanian Cabinet 1867–1918 continues the series on the Minutes of the Austrian Cabinet 1848–1867, focusing on the “Kingdoms and Lands represented within the Reichsrat,” or Cisleithania, established by the 1867 Austro-Hungarian compromise (Ausgleich). This volume introduces revised editing guidelines due to the poor condition of the sources, including burned files. By January 1867, negotiations between the imperial government and Hungarian parliament representatives were nearing completion. Count Andrássy was appointed Hungarian prime minister on February 17, marking the beginning of the Ausgleich process, which included the coronation of Francis Joseph as King of Hungary. Austrian Prime Minister Beust faced the challenge of persuading Cisleithanian political actors to accept the Ausgleich, requiring him to discipline opposing diets and gain support from the German-liberal Verfassungspartei in the Reichsrat. The Emperor conceded several fundamental rights to the Cisleithanian state, including ministerial accountability, limits on emergency decrees, and freedoms of association and assembly, culminating in the December Constitution.
