Focusing on the multiple streams framework, this book evaluates its relevance to EU policy-making by defining its core concepts within the EU context. It enhances the framework to better explain agenda-setting and decision-making processes. The author formulates explicit hypotheses to empirically analyze the timing, prominence, and changes in EU natural gas directives from 1998, 2003, and 2009.
