This book provides an in-depth exploration of the institutional and social factors driving deforestation and forest degradation in the upland pine forest of Nueva Segovia, Nicaragua. It highlights that while the enforcement of new institutions in this politically unstable region depends on the government's ability to maintain law and order, the persistence and evolution of these institutions are influenced by power dynamics and the capacity to deliver benefits to stakeholders. The analysis reveals that changes in central forest legislation do not necessarily translate to local rule changes. Forest management in Nueva Segovia is deeply political, shaped by competing interests, and marked by a significant disconnect between legislative intentions and on-the-ground realities. The contested nature of forest legislation further complicates this landscape. These insights resonate with findings from other studies that indicate challenges in implementing effective institutional reforms to combat deforestation in tropical regions. The case study illustrates how top-down institutional frameworks impact local communities and how human agency plays a crucial role in institutional transformation.
