This study adopts a two-stage approach. The first stage analyzes Syrian agricultural policy, highlighting regional targets for crop planting, such as citrus and greenhouses, along with enforcement, support, and monitoring tools. Farmers must obtain a license from the local directorate of agriculture, which enables them to access various incentives, including low-priced fertilizers and certified seedlings. The second stage employs Remote Sensing (RS) and Geographic Information Systems (GIS) to map land use and cover changes using time series satellite imagery. The research extensively utilizes Landsat Thematic Mapper (TM) and Enhanced Thematic Mapper Plus (ETM+), analyzing images from 1987, 1998, 2006, 2010, and 1999, 2002, respectively. The primary goal is to delineate greenhouse and citrus farm areas linked to specific agricultural targets within long-term planning. The classification results produce preliminary maps of land use and cover changes at various dates, corresponding to the implementation of the policy.
