High energy consumption in the Tehran region leads to significant CO2 emissions, with residential and commercial buildings accounting for 41% and transportation for 25% as of 2008. This publication estimates the impact of various planning fields in New Town Hashtgerd and the Tehran-Karaj region on CO2 emissions, focusing on mixed-use buildings, office buildings, and transportation. It evaluates the potential CO2 reduction from implementing findings and recommendations from the Young Cities project. CO2 emissions are calculated based on energy consumption, energy simulations, and emission factors for different energy sources. Initial emissions are assessed for Hashtgerd New Town and then extrapolated for the entire former Tehran province, estimating per capita emissions for 2027 under two scenarios. The “business as usual 2027” scenario reflects current trends, while the “planning scenario 2027” assumes that 2% of new buildings follow Young Cities' recommendations and a new transportation system is adopted. The comparison highlights potential CO2 reductions achievable through these measures. The findings suggest significant emission savings compared to conventional approaches, although the results are based on simulation algorithms and assumptions.
