This study evaluates the attitudes towards the English language in Southeast Asia, focusing on governmental and individual perspectives. Utilizing a multidisciplinary approach and a dedicated explicative model, it compiles an extensive database for the Philippines through historical analysis, expert interviews, and a questionnaire survey across four urban areas. The author expresses deep gratitude to Professor M. Hellinger for her invaluable guidance and to Professor F. Schulze-Engler for his interest and role as second examiner. During research visits to the Philippines, the author received exceptional support from local experts, particularly Mrs. A. Ward and Dr. I. Martin, who facilitated integration into a productive local linguistics network. The database compilation and information collection were significantly aided by the contributions of Dr. B. Sibayan, Dr. A. Gonzales, Dr. E. Castillo, Dr. C. Espiritu, Dr. F. Hidalgo, Dr. E. Pascacio, and Dr. M. Ravina.
