Die Untersuchung von Markus Hesse beleuchtet die sicherheitsrelevanten Aspekte der europäischen Weltraumpolitik durch eine neu definierte Sicht auf Sicherheit. Im Fokus steht die Frage, wie die Europäische Weltraumorganisation und die EU eine einheitliche Weltraum- und Sicherheitspolitik entwickeln können, um die Sicherheit zu steigern. The Academy for Spatial Research and Planning (ARL) addresses the changed economic, social and fiscal framework conditions for mobility and transport and their importance for spatial development and spatial planning with the topic “New Framework Conditions, Challenges and Strategies for Transport Development”. The “European North-South Corridor” is used as example. The problems of international transport as well as the difficulties of politics and planning in solving such problems are concentrated along this corridor, which connects the most important economic regions of the European continent and which has a catchment area with approx. 70 million inhabitants. The presentation of the conflicts and required actions along the North-South Corridor refers to the section between the regions Frankfurt-Rhine-Main and High-Rhine-Lake Constance in particular. This presentation is complemented by some basic articles regarding the larger area transport development. The development of an infrastructure policy across transport modes, regions and serving as integrated transport and spatial development policy is regarded as a prerequisite for problem solutions. However, until now corresponding approaches and considerations are very rare, in particular within the Federal Government of Germany. There is still a significant need for action.

The “New Guiding Principles and Action Strategies of Spatial Development in Germany” were established in the early 2000s and officially adopted in 2006 to adapt spatial policy to evolving socio-ecological and political conditions, particularly the competitive landscape for cities and urban areas. The most significant impact came from Guiding Principle 1, which introduced the concept of metropolitan regions as key players in globalization, economic growth, and sustainable spatial development. This publication documents a research project conducted between 2011 and 2012, commissioned by the ARL, aimed at critically examining the shift towards growth-oriented spatial planning policies focused on metropolitan regions. The study utilized discourse analysis to explore the thematic reorientation in language practices and the ideological contexts influencing policy formulation. The investigation emphasizes the justification for this policy change rather than its effectiveness. Ultimately, the new guiding principles and the designated metropolitan regions are found to be theoretically inconsistent, empirically ambiguous, and conceptually fragile, with a growth-centered focus deemed one-sided. The findings suggest the need for a more diversified discussion on future guiding principles and strategies, contributing to the evolution of spatial planning theories and self-conception.
