The nine essays in this volume explore such topics as the characteristics and shortcomings of state socialist societies and of democratic capitalism, the role of ethnic politics in East European transitions, issues of retribution and restitution in the transition to a democratic society based on a private economy, and the effects the collapse of Communism have had on Western democracies and on the Left in particular.

Today Europe finds itself in a crisis that casts a dark shadow over an entire generation. The seriousness of the crisis stems from one core political contradiction at the heart of the European project: namely, that what urgently needs to be done is also extremely unpopular and therefore virtually impossible to do democratically.

Focusing on the challenges of maintaining unity in fragmented societies, this collection of essays explores how effective constitutional arrangements can foster democratic citizenship. The authors delve into the political dilemmas faced by capitalist democracies, particularly in the context of European integration, which is currently under scrutiny. Originally published in 1984, Contradictions of the Welfare State is the first collection of Claus Offe's essays to appear in a single volume in English. The political writings in this volume are primarily concerned with the origins of the present difficulties of welfare capitalist states, and he indicates why in the present period, these states are no longer capable of fully managing the socio-political problems and conflicts generated by late capitalist societies. Offe discusses the viability of New Right, corporatist and democratic socialist proposals for restructuring the welfare state. He also offers fresh and penetrating insights into a range of other subjects, including social movements, political parties, law, social policy, and labour markets.

Der Band enthält Offes wichtigste Beiträge der letzten 20 Jahre zur Demokratietheorie. Darin geht es um die Herausforderungen einer »liberalen«, auf autonomer Entscheidung beruhenden staatlichen Ordnung an individuelle und kollektive Akteure, aber auch darum, inwiefern die Demokratie selbst durch soziale Entwicklungen und durch institutionelle Schwächen herausgefordert und gefährdet ist. Die in der jeweiligen Originalsprache (Deutsch / Englisch) zusammengestellten Studien zeigen darüber hinaus, welche Optionen für institutionelle Neuerungen bestehen und welche Probleme der Versuch, Institutionen »neu zu bauen«, birgt.

Die Länder Osteuropas vollziehen gegenwärtig einen Systemwechsel, dessen Schwierigkeiten sich auf verschiedenen Ebenen überlagern: die ökonomische Misere, wachsende soziale Unsicherheit und Ungerechtigkeit, ethnische Konflikte und Bürgerkriege sowie die Probleme der politischen, rechtlichen und moralischen Auseinandersetzung der nachkommunistischen Gesellschaften mit ihrer eigenen Vergangenheit.
