    Robert Strange McNamara fut un chef d'entreprise américain et le huitième secrétaire à la Défense, jouant un rôle important dans l'escalade de l'implication des États-Unis dans la guerre du Vietnam. Avant sa carrière publique, il fut l'un des "Whiz Kids" qui aidèrent à reconstruire la Ford Motor Company après la Seconde Guerre mondiale, en occupant brièvement la présidence. McNamara fut responsable de l'introduction de l'analyse systémique dans la politique publique, qui évolua vers le domaine de l'analyse des politiques que nous connaissons aujourd'hui. Il demeure le secrétaire à la Défense ayant servi le plus longtemps, avec plus de sept années à ce poste.
