India 3.0 is a book of hope for the future of what was once a great civilization, and is now the greatest and most far-reaching political experiment in human history. In spite of the best intentions of lawmakers and policymakers, however, change has been difficult to achieve, since the country is large, with uneven development and slow rates of economic and social progress.
