Am 01. Dezember 2009 trat der aktuell geltende Vertrag von Lissabon in Kraft. Der Weg dorthin war steinig, wollte sich die EU doch eigentlich eine eigene Verfassung geben. Nun müssen die Herausforderungen der Zukunft mit diesem Verfassungsersatz angegangen werden. Doch wie entwickelt sich die EU mit ihrem neuen Vertragswerk? Wird aus der Gemeinschaft ein Bundesstaat nach Vorbild der USA, wie es Winston Churchill einst prophezeite? Oder behalten die Nationalstaaten die Oberhand und alles läuft weiter wie bisher? Anhand der Theorien des Supranationalismus und des Intergouvernementalismus versucht dieses Werk eine Antwort zu finden.
