    • Many speculations revolve around the political goals of Islamists and jihadists. What is it that al-Qaeda think they can achieve through political violence? This book provides clear answers to this and other important questions. Based on the systematic analysis of claims of responsibilities and video messages of al-Qaeda leaders, it opens intriguing insights into the world view and mindset of the jihadi movement. Thereby it enables the reader to gain a clearer picture of the political-religious program of Islamism and to better distinguish between its radical and moderate political claims. This knowledge is important because political Islam and jihadi violence not only is an increasingly important topic in domestic politics, but also became, through the Arab Spring, a tangible factor in foreign affairs. In al-Qaeda's ideology theological and political arguments are blended into a coherent media strategy. Political claims and grievances are convincingly backed up by quasi-journalistic evidence, whereas theological arguments are complemented by legal references to the Quran and Sunna. In addition, the jihadi leaders provide doctrines and strategies describing how the use of force can defend Islam against its perceived three existential threats - the global conflict, Arab despotism and secular governance. Theological and strategic considerations converge in al-Qaeda's rationale for violence.

    • The prevention of radicalization ranks high on the international political agenda. However, our knowledge of the impact of preventive programs and interventions is still very limited. In order to counter the threat of terrorism and political violence successfully by means of effective procedures, policy makers and practitioners are in dire need of reliable evidence which procedures actually work. Rigorous evaluation of preventive programs and interventions is crucial for political accountability. Substantial public funds have been spent in order to implement preventive interventions and there is a growing concern about their effectiveness. Therefore, it is paramount to establish whether current (and future) preventive programs really achieve what they intend to achieve. Due to this gap of knowledge, there is a strong demand for a sound evidence base in order to be able to judge whether social interventions - may they be implemented in schools, in the community, or in prisons - are worth the money and efforts that were invested in their implementation. This book contains a selection of papers which were presented at the international conference „Countering Violent Extremism: Building an Evidence-Base for the Prevention of Radicalization and Violent Extremism“ held on June 16-18, 2017, at the Hanover Congress Center (HCC) in Germany.

    • Dieser Report nimmt das gesteigerte öffentliche Interesse an verschiedenen Maßnahmen und Ansätzen der Radikalisierungsprävention zum Ausgangspunkt einer Diskussion über Evaluation. Evaluationen helfen zu verstehen, wie die Prävention von Radikalisierung und Extremismus im gesellschaftlichen Kontext wirkt. Sie können damit wesentliche Anhaltspunkte für die häufig artikulierte Frage nach den sichtbaren Erfolgen von Prävention liefern. Gleichzeitig existieren in der Debatte um die sogenannte „evidenzbasierte“ Prävention teilweise überzogene Erwartungen hinsichtlich der Leistungsfähigkeit und Durchführbarkeit von Wirkungsevaluationen. Das berechtige Interesse an belastbaren Wirksamkeitsnachweisen stößt bei der Planung und Umsetzung von Evaluationsstudien im Bereich der Deradikalisierung, Distanzierung und Prävention von Radikalisierung auf beträchtliche Herausforderungen. Dieser Report geht auf einige dieser Schwierigkeiten ein und zeigt beispielhaft verschiedene Ansätze dafür, wie sich Evaluationen im Rahmen realistischer Möglichkeiten umsetzen lassen. Die Idee einer „evidenzbasierten“ Prävention kann nur dann funktionieren, wenn der Evaluationsforschung die Eigenheiten, Widersprüche und Kontroversen in Wissenschaft und Praxis bewusst sind und sie diese kritisch reflektiert
