Philippe Fuchs stellt in seiner Arbeit heraus, dass viele Verwaltungsorganisationen lediglich einen kleinen Ausschnitt aus jedem einzelnen Verwaltungsprozess kennen, da sie im Rahmen der Aufgabenverteilung nur für einen für sie relevanten Prozessschritt innerhalb eines Gesamtprozesses verantwortlich sind. Durch die EU-Dienstleistungsrichtlinie (Richtlinie 2006/123/EG des Europäischen Parlaments und des Rates) und die darin vorgeschriebene Einrichtung eines einheitlichen Ansprechpartners, wird die Transparenz der Leistungserstellungsprozesse notwendig. Jedem Antragsteller müssen die durchzuführenden Antragsschritte und die dafür benötigten Informationen rechtsverbindlich mitgeteilt werden.
