Aiming to provide qualiÿed teaching and education in the area of information technology (IT) in countries that lack the funda-mental prerequisites, one has to develop strategic planning that will secure sustainable and stable IT supply systems for the institutions of higher education. By example of Afghanistan this book indicates how to plan and establish these sustainable and stable IT supply systems. Elements of these systems, e. g. IT policy and IT infrastructure, a demand-oriented education and the creation of an organizational management structure, are dealt with.

During the last five years Information Technology (IT) advanced to one of the main pillars of productivity of the University of Kabul. This results in a high demand in stability and availability of its IT supply. To develop IT supply at the university in a sustainable and coordinated way according to its actual needs, the roles of the different partners and actors have to be clearly assigned. This book documents how the ITCK (Information Technology Center Kabul) was realized technically and conceptually, as a main part of the IT supply of the Kabul University and in cooperation with different partners and acteurs. The University of Kabul is further dependent on the support and cooperation of its international partners, in order to maintain and extend, according to the needs, a sustainable IT supply as a central basis for high productivity and efficiency of the university, mainly in the areas of research, education and administration.

Nazir Peroz reflektiert in seiner autobiografischen Erzählung über seinen Werdegang von einer unbeschwerten Kindheit in Afghanistan zu einer erfolgreichen akademischen Laufbahn in Deutschland. An der TU Berlin studiert er Informatik und wird später Dozent, wo er sich auf die Schnittstelle von Informatik und Entwicklungsländern konzentriert. Sein Interesse an Hochschul- und Entwicklungspolitik entwickelt sich während seines Studiums und prägt seine weitere Karriere.

Die gegenwärtigen Veränderungen im Bereich Informationstechnologie (IT) beeinflussen die Entwicklung der armen Länder und der Krisenländer. Daher brauchen diese Länder Bildungssysteme und Bildungsprogramme, mit denen die nötige Fachexpertise gewonnen wird, um diese Prozesse aktiv mitzugestalten. Solche Maßnahmen müssen im Rahmen einer nachhaltigen Entwicklungszusammenarbeit unterstützt und koordiniert werden. Insellösungen sind zu vermeiden und eine einheitliche und tragfähige IT-Struktur in diesen Ländern zu etablieren. Diese wird durch nachhaltige Konzepte, Dialog, bedarfsorientierte Planung, Kommunikation, Moderation und vor allem Vertrauen erreicht. Dieses Buch liefert einen Überblick über die Notwendigkeit einer nationalen IT-Strategie und diskutiert qualitätskennzeichnende Merkmale eines IT-Versorgungssystems, die Rolle der IT-Politik, IT-Infrastruktur, IT-Ausbildung und des IT-Managements.
