In 2003, UN Secretary-General Annan urged global reform of the United Nations system, leading to the establishment of a high-level panel to present proposals to the General Assembly in 2005. French President Chirac proposed creating a new United Nations Environment Organization (UNEO) to evolve from the UN Environment Programme (UNEP). A working group, comprising 26 countries and the EU Commission, was formed to develop a UNEO concept by 2005, while efforts to strengthen UNEP continued. This reform aims to enhance UNEP's financial foundation, broaden the Governing Council's membership to include all UN Member States, and increase activities in science and capacity building. The volume features contributions from renowned international authors who analyze the shortcomings of the current global environmental governance system. It addresses the challenges and necessities of reforming UNEP and establishing a new environmental organization within the broader UN reform framework. Notable contributors include Klaus Töpfer, James Gustave Speth, Ernst Ulrich von Weizsäcker, and others, with a preface by Jürgen Trittin, Germany's Minister for the Environment.

This book is about the United Nations Convention to Combat Desertification (UNCCD) – one of the multilateral agreements that came out of the UN Conference on Environment and Development (UNCED) held in Rio de Janeiro in 1992. UNCCD is based on a conceptualization of international relations that transcends to a large extent the traditional notions of inter-governmental treaties. Such policy concepts are known under the framework of Global Governance as they allocate political action rather to the horizontal level – implying multi-actor-networks and the civil society – than to vertical or top-down processes. The study first shows that – inspired by the Brundtland Report and the emerging process of globalization – Rio was the peak season for Global Governance concepts that found their way into treaties and triggered structural reform, thus shaping a different reality of multilateral cooperation. In a second step, the book shows that the Convention to Combat Desertification is the most Global Governance oriented of all of UNCED’s outcomes. Its legally binding text contains a number of pertinent elements, ranging from a stringent cross-over of environment and development issues, via the "bottom-up approach‘, to a mix of policy tools such as mainstreamed national action programmes and partnership agreements.

Das Lehrbuch zeichnet die Entwicklung des Politikfeldes seit den Anfängen in den 1960er Jahren bis zum Jahr 2020 nach und untersucht die wichtigsten globalen Akteure, Institutionen und politischen Rahmenwerke sowie deren Performance. Zugleich bietet es eine Systematik der wichtigsten Themen, Zielsetzungen, Instrumente und Indikatoren für eine künftige transformative Globale Nachhaltigkeitspolitik. Andreas Rechkemmer bekleidete mehrere Positionen bei den Vereinten Nationen und ist als Professor für Globale Politik ein international renommierter Experte.
