Many megacities, including Metro Manila, are situated in seismically active regions. This research explores how land use planning can proactively reduce seismic vulnerability in the Philippines, focusing on Marikina City, which is affected by the Marikina Valley Fault System. The city faces high disaster risk due to its exposure to potential large earthquakes, compounded by ongoing population growth and urban development, which increase the number of vulnerable people and infrastructures. An earthquake hazards assessment was conducted to identify a probable scenario earthquake, utilizing geologic studies and historical records to establish parameters through a deterministic approach. This scenario was then used to evaluate the city's physical, human, and spatial vulnerabilities. An Excel-based program called RADIUS facilitated both hazard evaluation and damage assessment, effectively revealing seismic vulnerabilities across urban spaces. The risk analysis identified high-risk areas, including the traditional commercial district and urban poor resettlement sites. Consequently, a strategy for risk-sensitive land use planning is proposed as a comprehensive approach for seismically challenged cities. This method integrates familiar planning tools, such as overlay zones and open space development, to systematically reduce seismic vulnerability while promoting sustainable urban improvements.
