    Robert Carlyle Byrd était un sénateur américain de Virginie-Occidentale, membre et ancien chef du Parti démocrate au Sénat. Byrd a été sénateur du 3 janvier 1959 jusqu'à sa mort, et a été le sénateur ayant servi le plus longtemps, ainsi que le membre ayant servi le plus longtemps dans l'histoire du Congrès. Il a été le Doyen du Sénat de 2003 à 2010. Il était également le membre le plus âgé du Congrès actuel au moment de son décès (Strom Thurmond a été le plus âgé à servir dans l'histoire du Congrès), et a été la première personne à servir sans interruption pendant un demi-siècle en tant que sénateur. Byrd a été Président pro tempore du Sénat des États-Unis de 2007 à 2010, une position qui le plaçait troisième dans l'ordre de succession présidentielle, derrière le Vice-président Joe Biden et la Présidente de la Chambre des représentants Nancy Pelosi. Il a également occupé ce poste précédemment de 1989 à 1995, brièvement en janvier 2001, et de juin 2001 à janvier 2003. Byrd avait un large éventail d'opinions politiques, à la fois libérales et conservatrices. Il a également occupé de nombreux postes de direction : Secrétaire de la Conférence du Sénat, Chef de la majorité, Chef de la minorité et deux fois Chef de la majorité.
