This volume assesses the challenges of restoring governance and building trust in governments in crisis and post-conflict countries, where international organizations must often mobilize resources and provide technical assistance. It discusses the functions and roles that governments must carry out in conflicted societies and the approaches to assistance that international organizations and bilateral donors have used. It considers experiences in Africa, Asia, the Middle East, Eastern Europe, the Balkans, and Central and South America to understand lessons for restoring effective governance and rebuilding trust, and reviews types of assistance. It was written as a background document for the Seventh Global Forum on Reinventing Government, Building Trust in Government, held in June of 2007 in Vienna, Austria. The volume aims to stimulate thinking, policy discussions, and innovative programs to strengthen democratic governance and enhance citizens' trust in government in countries pursuing reconstruction and development.
